Minutes of the Parish Council meeting held at Bromsberrow Village Hall on Tuesday 10th June 2008.

P Watkins, and Cllr. G Watson, 6 members of the public including Mr J Meredith,
Neighbourhood Watch
Coordinator and Mrs J. Edwards, Litter Warden
1. Questions from the Parishioners.
A question was asked about the Affordable Housing Scheme and whether the Council
had heard any more
about the survey. There has been no news and there was a lively discussion
on how the scheme might work.
The survey is used to assess whether there is a need and the land used was
solely for the development of
Affordable Housing only.
2. Apologies
Apologies were received from District Cllr R. Long.
3. There were no declarations of interest.
4. The minutes of the previous meeting were approved and signed by the
Chairman.
5. There was no report from the County Councillor.
6. There was no report from the District Councillor other than that
reported in Item 1.
7. Bus Shelter
The Chairman thanked Colin Jones, Adrian Barry, Doug Morgan, John Meredith, and
Jeff and Sue Sherwood for
all their help with the groundwork for the bus shelter. An attachment for
a 'strimmer' has been
purchased to cut the grass and gravel has been laid around the area. The
shelter is due to be erected in
mid July. The purchases are within the overall cost. It should be pointed
out that the Council has had no
additional funding for this project.
8. Lay-by at Dyke House Lane
The Litter Warden reported the state of the lay-by and a discussion followed on
how to solve the problem. It
was suggested that the lay-by is closed and Cllr Hunter is going to contact the
Highways at GCC. An
aside to the lay-by was the state of the verges and a question was asked about
whether they were going to be
cut. Cllr Hunter is going to ask about this as well.
9. Dog fouling
Cllr Hunter reported that he had made enquiries about the installation of dog
bins and was awaiting a reply
from FoDDC. There were comments about the amount of mess left on footpaths
particularly on the footpath
beside Little Oaks and on the path parallel to the motorway through the quarry.

pointed out the possible health hazard to children.
10. Finance
(a) A payment was approved of £99.68 to John Stephens for expenses incurred
with the bus shelter.
(b) The Parish Council has been presented with a bill for £3100 as a result of
the 2006/2007 audit. This
arose when the present Council received the Annual Governance statement for that
year and were unable to
sign it. The last Council were slow in handing over all the documents and
the present one did not have
possession of the bank account until July 2007. At that point the
signatories were changed. Prior to the
new Council taking over, some payments were made using unauthorized
signatories. The present Council were not in a position to authorize
the signing of the governance statement. The Council sent a covering
letter to the auditors explaining the situation and
they eventually suggested that the Council went to the police. The police
interviewed 3 members of the
Council, and later, came to the conclusion that there was no case to answer.
(c) Bromsberrow Church has made a request for a donation to the upkeep of the
churchyard but it was decided to find out whether any
donation goes to the church completely.
(d) It was agreed to donate £300 to the Newsletter. The proposal was by Cllr
Watkins and seconded by CllrMrs Westmacott.
(e) The Council has not received its half yearly grant for the Litter
Warden. It was agreed that Mrs J
Edwards would receive payment of £191.32, owing her, from Council funds if
FoDDC has stopped contributing
to the cost. Cllr Mrs Westmacott offered to contact FoDDC to see what had
happened to the grant. Mrs
Edwards is to stop work pending an answer from them.
(f) The current account stands at £2240.
